Reading the description, it's a little bit different: in my case,
touchpad works but weirdly. Now, maybe this is the same root cause, but

Thanks for getting back with me.
I removed "acpi*" from the /etc/default/grub file.The line now reads:
GRUB_CMDLINE_LINUX_DEFAULT="blacklist=nouveau elevator=deadline
drmdebug=0xe quiet splash"
I did "sudo update-grub" and then rebooted,
The trackpad is still not recognized.

I can confirm the issue. After entering the username, a seems
to add an additional in the password prompt. This prevents the
console login. I can reproduce the issue under multiple Bionic systems.

You are right. The touchpad work, but the hotkey (Fn+F11) is not
working. Enabling and disabling it through the settings works too. But
the hotkey (built in configuration) is not.

We can still put it into Disco (19.04)'s kernel (v5.0) and see how it goes.
If no regression happens for a while, we can back port it to v4.15.
