It looks like there were some changes made to the upstream kernel in this area over the past few months, so I updated my kernel to upstream version 5.4.0-rc2. This seems to address the slow resume problem. I will run with the 5.4.0-rc2 kernel for now. Hopefully, the changes that addressed this
