I am having this issue on my XPS 15 9500 as well, even with the latest
compiled Mainline kernel, v5.14.15 - and there does not seem to be any
hardware issues in Windows.
Palm rejection, gestures, etc do not work at all as it is just reported
as a mouse.

Thanks elguavas! With both the trackpad and trackpoint disabled I can
now boot linux-image-5.13.0-20-generic. I can still move the cursor with
the trackpad and do mouse clicks with the trackpad (not the buttons).
Cold reboot requires exiting bios with the save option as others have
mentioned.

So sudo poweroff seems to fix the problem, somehow, because if I do that
and then next time shutdown normally then the laptop shuts all the way
down - meaning turn off.

After moving to Impish, my bluetooth headset doesn't automatically
connect when I power it on (it was working fine on hirsute).
When I go to the bluetooth settings, select it and click connect, the first
time it disconnects immediately and I see this line in bluetoothd log:

I have investigated further, it would seem that it is the shutdown
function in ubuntu and flavors that is the problem, because sudo
poweroff in terminal work just fine.
I suggest the ones still affected by this bug, try to open terminal and
type:
sudo poweroff
your password
