There is also an alternative fix, which is the one we want to release
with building at ppa:canonical-kernel-team/ppa2. The data point with the
other kernel is still useful, though.

it looks to me that your system is package-wise not up to date.
Have you done an
apt update
before you started the installation (to update the package index)?
On my jammy system (that is up to date, with:
sudo apt update && sudo apt full-upgrade)
I have a 'libssl1.1':
$ apt-cache p
The Patch was not applied again on newer kernels. For example jammy but
the missing functionality still exists
