5.19.0-43 was the last kernel that I could boot just fine, without
noapic. The ones after that (-45 and -46) won't boot and display nothing
at all. They must have a kernel panic related to IO-APIC very early on
in the boot because adding panic=10 reboots the system after 10 se
lspci shows the ethernet card is:

I installed Ubuntu 22.04.2 LTS (Jammy Jellyfish) with safe graphics
mode.
After installation open terminal
and do the following (able to do despite the flikering):
Sudo nano /etc/defaul/grub
add nomodeset to GRUB_CMDLINE_LINUX_DEFAULT:
GRUB_DEFAULT=0
GRUB_TIMEOUT_STYLE=hidden
GRUB_TIMEOUT=0
Adding to my original report: it would seem using the laptop for a short
while (a few minutes, about less than a hour most of the time) and then
suspending to RAM greatly increases chances the issue will trigger.
