I don't think it's an issue with intel graphics. More things pointing with difficulties with TPM. Also in 5.3.0-19 kernel following message appears: [8.621471] irq 31: nobody cared (try booting with the "irqpoll" option) [8.621474] CPU: 2 PID: 0 Comm: swapper/2 Not tainted 5.3.0-19-generic
