I have this issue after suspend/resume on Ubuntu 20.04 LTS, kernel 5.15.0, Dell Precision 5540 with an Intel Core i9-9980HK processor.
lsusb shows the device: Bus 001 Device 025: ID 8087:0029 Intel Corp Which is an Intel AX200 Bluetooth wireless chip. Suspending and resuming my laptop once more fixes the issue. No need to cold reboot.
