Problem is back in 5.4.0-62-generic. That version was recently released by
Ubuntu and installed on my system during a regular update. However, when I run
it and with that TP-Link AC-600 installed, I am again seeing the symptoms I
observed in my original bug https://bugs.launchpad.net/bugs/190776
I reported bug 1907764, deemed a duplicate of this.
I've installed the latest proposed Ubuntu kernel, 5.4.0-61-generic, under AMD64
and the system is stable with my TP-Link AC-600 adapter installed. It even
works!

Please be aware (as noted above) that while I reported this bug under
linux-image-5.4.0-54 that's only because the latest version
linux-image-5.4.0-56 which exhibits the problem isn't stable enough to collect
information on the problematic wifi device.

Just updated to the latest, 2202, and it does seem to resolve the issue.
The system has suspended several times and woken up without any issues.
Thanks.

I tried the Kernel PPA but it didn't correct the problem. As asked I've
moved back onto the Ubuntu 13.04 release, now at 3.8.0-26-generic, but
after rebooting and going into Suspend, it acted the same way when I
tried to wake up ( would wake up the computer as the fan was
