I thought my above script was working, but lately it hasn't worked.
So I changed it to this now, disabled then enabled the service and it worked
when I tested it now.
Change the 2 lines above to these
ExecStartPre=/bin/bash -c '[[ $(uname --kernel-release) == "4.15.0-43-generic"
]] &&

That is true for my Asus N53SV laptop.
However I have a desktop motherboard with onboard

script and add it to your aliases.

4.15.0-24-generic resolved the problem for me.
This issue was affecting my Asus N53SV Laptop with "RTL8111/8168/8411 PCI
Express Gigabit Ethernet Controller"
It seemed to be more likely to happen after suspend if I had put everything
into low power mode with powertop, but I'm not certain about
Regarding my previous comment, even though my lspci says I have
"RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller", the r8169
kernel module is loaded.
