I already uploaded the output of 'apport-collect 1770108' on 2nd June
showing when the issue happens on 4.13.0-43-generic, and when there is
no-issue on 4.13.0-39-generic. Please read my corresponding comment on
2nd June as well.

I have attached the output of "dpkg -l | grep linux | grep extra". The
output of that command was the same across both kernels
4.13.0-43-generic and 4.13.0-39-generic.
An important thing I would like to add is: the problem I had mentioned
regarding black screen, low-graphics, dialog boxes, and no
I only upgrade via the Ubuntu Software Updater whenever it feels like
doing so. How do I ensure the -extra package gets installed? Does this
indicate a problem with the Updater Software?

I am facing this same problem with 4.13.0-41-generic as well as
4.13.0-43-generic. When I boot in either of those kernels, I first get a
black screen with a dialog box saying: "The system is running in low-
graphics mode - your screen, graphics card, and input device settings
could not be detected
