Public bug reported: this bug appeared after I tried to upgrade to 23.04 from 22.10, every time I tried to restart the computer, the computer ended up in kernel panic. I was not able to remove the extra package and instead I am starting the computer with an older version of kernel (Ubuntu 5.19.0-4
