I cannot correctly upgrade from nvidia-driver-460 to nvidia-driver-470 because
of missed nvidia-driver-460 Transitional package for nvidia-driver-470.
The problem exists on Ubuntu 18.04 and 20.04.

I`ve tested kernel version 4.15.0.59.61 on bionic i386. The problem
seems to be solved.

I`ve tested 4.15.0 kernel from:
https://kernel.ubuntu.com/~cking/lp1827884/4.15, the problem seems to be
fixed.

When I add kernel parameter "nopti" the problem also disappears. I
tested kernel version 4.15.0.50.52 and 4.15.0.51.53, all boots were
successful.

When I add kernel parameter "mitigations=off" the problem disappears. I
tested kernel version 4.15.0.47.49 and 4.15.0.51.53, all boots were
successful.
