The graphics causing the problem is "i965 express"
The problem of the long boot can be fixed with a boot option to be added
as described in bug #1767808 already = the same bug. That worked for my
16.04 installation.
The problem affects at least Ubuntu 16.04 and 18.04.

Expiring is fine with me for now.
As said; I think this is more of a Symantec Antivirus problem.
My system is running 4.8.0-51 as of now; and not showing this problem
any more.

Has to do with non-pae cpu, I think. System should be booted with
'forcepae' but this get always lost by new kernel installs.
