The time of the wait would depend how long I didn't use the machine. If I login for another machine and do top I would see that CPU is being used to process something graphical. I was able to fix the bug when playing with screen saver controls. Even though I was running xfce/xubuntu gnome screen saver was active and making problems and ubuntu offer to kill gnome screen saver which I accepted. I might get the same issue if I restart the machine but the problem is hopefully fixed now for me I just wanted to share the knowledge.
