This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

Title:
  After upgrade to Kubuntu 12.10 bluetooth status is incorrect and works
  only after service bluetooth stop / start cylce

Bug description:
  I have upgraded to Kubuntu 12.10 Quantal Quetzal from 12.04 through
  dist-upgrade. After the upgrade, on a fresh boot, bluetooth will only
  work after a

  service bluetooth stop
  service bluetooth start

  cylcle.

  Other effects witrhout the cycle are eg. the KDE bluez applet will not show 
bluetooth disabled after clicking disable. Trying to pair with my mobile  
always brings the error message "Device busy".
