I ran into this problem on a fresh install of Ubuntu 15.04 on a Macbook
Air. The "echo 0 > /sys/module/hid_apple/parameters/iso_layout"
workaround worked for me.

I've got the same problem on 13.10 on macbook air 6,2 (2013). Both
standard US and Machintosh layout maps "`~" into other characters.
