Can confirm, this bag affect to me on linux mint 17. Kernel that I am using is
3.13.0-37-generic #64-Ubuntu.
Aproach described in first comment resolved this problem for me too.

Tested with 3.12.0-031200rc7-generic. Same result: no network after
resume. Manually unloading and reloading r8169 module (via modprobe)
doesn't work. Restart required to get Ethernet connection up and running
again.
