I tried enabling proposed updates and upgrading to kernel 3.11.0-17-generic
(version 3.11.0-17.31) and the bug is not present here and could get good
upload speeds repeatedly in tests - ~928 Mbits/sec.

Great. The current kernel in the -proposed repository has the
3.11.10.3 updates. The fix will be released in the next round of Ubuntu
updates. If you want, you could also test the latest -proposed kernel.

I tested it with 3.11.10-03111003-generic kernel now and I can confirm
the bug is not present in this kernel. I could get good upload speeds
repeatedly in tests - ~933 Mbits/sec.

That is good news. That means the bug is fixed upstream. Can you also
test the latest upstream stable 3.11 kernel, which is 3.11.10.3? It can
be downloaded from:
http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.11.10.3-saucy/
If the bug is fixed in 3.11.10.3, then the fix will make it into Sau
The bug is not present in latest 3.13.0-031300-generic mainline kernel.
