If this package is not installed frequency scaling works - out of the
box.
Solution: Bann cpufreqd from repositories.

Yet, I think it is important from a developers point of view to know from the
start that this issue is not related to a specify HW, but rather a more general
problem (i.e. at least concerning the Z77 desktop, the X230 laptop and the Z87
desktop).
