OpenPower needs backport of PowerN
The default kernel installed for the LTS will soon be the Utopic HWE
kernel. Therefore, we will not be taking this set of patches into Trusty
and any future feature additions such as these should target Utopic.

IE. Yes, it can be a module, and no, it's not needed in the installer at
this point as far as I can tell. I
