Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?

This seems like it must be a kernel bug; at this level scp is just an
ordinary userspace program using the network, and shouldn't be *able* to
lock it up if the kernel is behaving correctly.
