Title:
  Bluetooth: "device descriptor read/64, error -110" on cold boot

Status in linux package in Ubuntu:
  Confirmed

Bug description:
   Every time when I turn on my laptop using Power button I always get a
  long pause at bootup. I experience this behavior about half of year or
  so I think (with 14 LTS I had no pause at bootups).

   I analyzed dmesg output (full printout is attached) and found that cause for
this pause is integrated bluetooth (notice pause ends at 23 second):
  $ dmesg|grep "usb 1-1.1"
  [    1.973231] usb 1-1.1: new full-speed USB device number 3 using ehci-pci
  [    2.067324] usb 1-1.1: New USB device found, idVendor=13d3, idProduct=3362

  [   23.898487] usb 1-1.1: device not accepting address 5, error -32
  [   23.970500] usb 1-1.1: new full-speed USB device number 6 using ehci-pci

   In fully booted system bluetooth is working without problems.

   Later restarts don't produce mentioned pause and dmesg doesn't show
  mentioned errors.
