@jsalisbury I did a fresh install of Lubuntu 17.04 and updated the
kernel to 4.12.0-041200rc3-generic, none of the kernel worked. I will
test the rc5 and rc6 kernel and report.

Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.12 kernel[
