[Impact]
The user has to manually load the driver before they can use the RoCE function 
of these NICs.

[Test Case]
On a HiSilicon D06 node:
$ lsmod | grep hns-roce-hw-v2

[Fix]
The module is missing the MODULE_DEVICE_TABLE() macro, which exposes the PCI 
IDs it is associated with to userspace (udev).
