Public bug reported:

My laptop, a Thinkpad T450s, often hangs with a black screen on resume
from suspend; I have to power off and back on to recover. I'd estimate
that this happens perhaps one in every two or three resumes, so it's
pretty annoying.

I'm currently running 18.04, but was on 16.04 up to a few months ago. I
suspend relatively infrequently so I don't have great data, but my sense
is that this happened occasionally on 16.04 but has become very much
more frequent on 18.04.

I haven't been able to find any useful log information about what the
problem might be: syslog has log entries for suspending and then goes
straight into the log of the next successful boot, with nothing that I
can see relevant to the failed resume. I'm willing to dig given
specific pointers, though.
