Yes it sounds like you had an old proposed kernel, in between the
current 'updates' and 'proposed' versions. But no matter, if the bug is
fixed in "5.13.0-28-generic #31" then great!

I am on the proposed-channel. I don't know how I got that version but I
switched to "normal". Output of uname -a
... 5.13.0-28-generic #31-Ubuntu SMP ...

Interesting because I thought you were using Ubuntu 21.10 but that's not
a listed kernel version for 21.10:
