I was lucky and from the first attempt the bug was fixed =) Current
kernel version 4.18.12+.

RX580 Nitro +.

The issue is somewhere in the dynamic power management code. Here's a
workaround that has completely resolved the flickering (for me):
As root:
echo "high" > /sys/class/drm/card0/device/power_dpm_force_performance_level

[amdgpu] Flickering graphics corruption (but none observed in kernels
This also affects me on a fresh Arch Linux install with the RX 580 8GB
GPU. I have found a temporary workaround to this issue until it is
finally solved. I used Budgie Settings to enable the execution of this
command each time it enters the environment:
xrandr --output HDMI-A-0 --mode 1920x1080
Can confirm this is happening on fresh install of Linux Mint and Manjaro
as well. Tried installing Kernel 5.0.2 but no fix.
