With the new bionic-proposed kernel (4.15.0-55), the ping errors with GCM are
eliminated and things look fine.

When we remove the aes_s390 module, the GCM works and the error with the ping
command is no longer visible.

Can you create a file
/etc/modprobe.d/blacklist.conf
with
blacklist aes_s390
as content
and then reboot?

Does the problem goes away when you unload the aes_s390 module and also
prevent loading it. (maybe use a blacklist statement in modprobe.conf)
