  Display bug with kernel 5.2/5.3 on Dell XPS 13

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Hello,

  I use in multiboot Ubuntu and Archlinux, I had the opportunity to use
  many kernels and I notice a random display problem (see screenshot)
  that happens from time to time on my Dell XPS but only from kernel 5.2
  (and following).

  Under Ubuntu 19.04 with the 5.0 kernel I don't have this problem,
  under Archlinux with the old kernels (4.19LTS, 5.0, 5.1) I didn't have
  this problem either.

  But since 5.2 whether it is under Ubuntu or Archlinux, I have noticed
  this problem which is difficult to describe, it is a kind of band that
  appears at the top of the screen with a different size (sometimes very
  wide).

  The problem occurs randomly, sometimes it can go 30 minutes without
  seeing it appear and sometimes it can appear full of times for a few
  minutes.

  The problem is not specific to Ubuntu but to the kernel since 5.2 and 
following. 
  Under the 19.10 of Ubuntu in development with the 5.3 kernel, the problem is 
still present.

  Could you please forward this bug to the team that deals with the linux 
kernel.
  (the 2 screenshots were taken under Ubuntu 19.10 with the 5.3 kernel but 
under Archlinux it's the same thing.

  Configuration :
  Dell XPS 13 model 2019 (9380)
  Graphics chipset: IntelĀ® UHD 620 (Whiskey Lake 3x8 GT2)

  Noted that this problem can occur regardless of the activity on the
  desktop (browser, video player...), sometimes the screen skips
  completely for a tenth of a second.

  Please correct the problem quickly
