  usr/lib/modprobe.d/blacklist_linux_5.3.0-18-generic.conf
  usr/lib/modprobe.d/fbdev-blacklist.conf
  usr/lib/modprobe.d/systemd.conf

  I don't think this is the intended behavior.

  The blacklists may have same contents most of the times. But when they
  don't, (user changed kernel package/flavor/etc.) this may cause
  unexpected issues.
