I'm experiencing the same issue on a Thinkpad T590 (with a i7-8565U CPU @ 1.80GHz). With kernels up to 5.8.0-55, the CPU frequency rarely exceeds 1200 MHz, most of the time it stays at 400 MHz, even in high-load situations. Even regular web browsing brings the system to its limits, let alone compi
