The alternative theory here is that this is always breaking at

I am failing to reliably reproduce this issue.
At first I have experienced this too. When I tried to bisect it and install
multiple kernel abis they are all booting fine.
So I was able to fail booting 1014 1015 1016 abis. And then they started
to boot fine.
I wonder if there is some requirements
