Public bug reported: Attempted every Stackoverflow & related solution I could find, at this point I can only assume this is a bug.
Installed Ubuntu 21.10 on ASUS-TUF-Gaming-F17-FX706HM-TUF706HM. No Bluetooth devices can connect. Exact symptoms: Click on the taskbar. It says Bluetooth Off. When I expand that, it gives me the option to turn Bluetooth off. That is not a typo. Go into Settings->Bluetooth. Sliding button on the top says Bluetooth is on (button is on the right, filled in purple), but the page says Bluetooth is off.
