Looks like this has been seen in the past:
sudo groupadd power
sudo usermod --groups power --append $USER

But after a reboot, thermald.service is still failing; only the 'power'
warning is gone.

By default on Xubuntu 23.10, `/etc/thermald/thermal-conf.xml` does not
exist.
Run `sudo apt install dptfxtract`
This creates `/etc/thermald/thermal-conf.xml.aut
TL;DR
Check if this fixes it for you.
sudo apt install dptfxtract
sudo systemctl restart thermald
