Could someone do git bisect to check which commit could cause the regression?
My wild guess would be
the commit which add Intel Alder Lake-P AHCI controller to low power chipsets
list or others in the following.
$ git log --oneline Ubuntu-5.15.0-92.102..Ubuntu-5.15.0-94.104 |grep "ata: ahci"
I can confirm sata hotplug is still not working as of kernel 6.5.0-26.
It is working on 6.5.11-060511-generic mainline.

I have a ASUSTeK COMPUTER INC. TUF GAMING Z690-PLUS WIFI D4 Rev 1.xx,
and I have the same problems on kernels 6.5.0-17+. On KDE Neon, when I
boot into 6.5.0-15, hotplug works.
