I just downloaded and installed kicad-5.1.1_1-x86_64.exe from
https://kicad-downloads.s3.cern.ch/index.html?prefix=windows/testing/
without any issues so the issue appears to be with your download.

Yes, that's exactly the reason. I've fixed it by aborting the test
CMake file if the required lib isn't in place.
