Looks like you have a time based reports which is aggregated. These usually
have an account/category per row. Use the account/category tab to
select/deselect any of them. Which

All the base report are the same I cannot select rows or columns but as an
example "Yearly Budgeted vs. Actual" I also cannot create a new report I can
only configure the base reports.
