do you have your cronjobs set up? In order to mail out notices you will need to
run:
- overdue_notices.pl and advanced_notices.pl to build the notices and write
into table message_queue
- process_message_queue.pl to send out the notices to the borrowers

Is there a way to have static text print on labels. Like if I put it
in quotes in the list of fields? Or is there another way? It used to
work with quotes (ex. 'My Text', itemcallnumber ... would print My
Text 111.11), but doesn't seem to be anymore.

It depends on what mail transport agent (MTA) is actually installed.
