Maybe a Koha on Windows expert will need to chime in here ...
But to me it sounds like you need to enable your web server to
listen on port 8080. The method you use for enabling port 8080
depend on whether you're using IIS or Apache.
As far as whether or not MySQL is running --- Check for a
re: Server listening on 8080
You can crack open a command prompt and run:
netstat -ano | findstr 8080
You should see output similar to:
TCP 0.0.0.0:8080 0.0.0.0 LISTENING
The 8080 part is the important info. It should
have a status of LISTENING.
To show all listening ports:
