You can see there is no biblionumber specified!

No such Downgrading HOWTO exists AFAIK.
The standard technique would be as follows:
1) Keep a copy of 19.XX database handy. And note down your Koha instance
name with sudo koha-list.
NB if you have more than one instance, pls ensure you note down the correct
instance name.
2) Format your system

We have created a public report in koha that provides us the info we need
to send the emails and created a script that parses the output of that
report and sends the email. We finally run this script with a cronjob.
I can share the report and script if you think it will help you.
