looks like the koha-create command failed, or perhaps you forgot to run it?
try it again...
sudo koha-create --create-db libraryname
or remove, then create...
sudo koha-remove libraryname
sudo koha-create --create-db libraryname
then...
sudo koha-plack --enable library

As some files were "fixed" after your blackout, some koha files might have
been corrupted.
You can try to
a) Reinstall koha
b) Reload a db backup.
Any or both might have been damaged on blackout. Hopefully no other files
were damaged (apache, mysql, etc.)

A plea for help to the Koha pundits.
My Library has far too many bib frameworks.
Koha does not allow me to delete the unwanted ones because they have all
been used (sometimes only once).
Is there a way of by-passing this restriction?

It was more bug 28490 actually, which will be part of 21.05.01 as well.
There is no workaround for this one, apart from applying the patches
