I have just take a look at your circulation rules but I can't see the columns
related to holds (holds allowed (count)).
Could you tell us what you set up or send another screenshot of your
circulation rules where we can see it?

Look for "xslt" within the system preferences.
If you want to customize one, take a look at the files under /tmpl/prog/en/xsl
or opac-tmpl/prog/en/xsl.
