I understand the encoding default for KOHA (during import) is UTF-8.

My first test imports did not display diacritics and I am hoping that if I
re-import that same batch in MARC-8 they will.
If they are MARC-8, you should specify MARC-8 when you import them. So
yes, try it. You may or may not have an issue to talk about after
that.
