I followed your guidance and it works. I also add my voice to yours in
saying the the koha development team should consider enabling the librarian
to be able to subscibe patrons from the staff cleint.

First, configure your subscription to have an entry in the Patron

Then, log in as a user of the opac, search for that serial, then click
"More detail
Dear Colleagues,
I am using koha version 3.08. I have correctly added a serial subscription
and created a routing list. However, when I receive a new issue of the
serial, an email alert is not sent to/received by the members I have added
