Got a bit of an interesting one here We've got overdue notices set up and
working
BUT it doesn't seem to be working for one of our categories - (A)dministrative
users.
Any clues as to what might be going o

On your More -> Administration -> Patron categories, on your A borrower
category, do you have Overdue notice required set to "yes?"
