"Obsolete" is probably incorrect--all three patches are necessary for the thing
to work..but the first two *have* already been pushed, so all you need to push
is the third one.

The patch is good, except for one issue - it was requested for svc/import_bib
to be a drop in replacement for svc/new_bib. This patch changes interface, ie

Sequence will always be 0 for webservice batches. Those records are added
