I use icu and that useful in the search for Arabic records but after that
we have results and we must can refine the results

With packages you only need to do this:
As root
export PERL5LIB=/usr/share/koha/lib
cd /usr/share/koha/misc/translator
perl translate install es-ES
and you are done.
Now in each instance that you want to show spanish,
