I agree,
it's not linked from anywhere as I can say, and looks like it's not even
fully functional... at least in 17.05 where I make quick test

I think serial-issues.pl, serial-issues.tt, and serial-issues-full.tt
are obsolete and should be removed.
Does anyone know of any reason not to?

Hi devs,
If you are using the koha-misc4dev (in a devbox for instance), you should
update it to use the new commit I have just pushed.
It will fix an error caused by bug 19724
In a dev box:
`cd /home/vagrant/misc4dev; git fetch origin; git rebase origin/master`
should do the job
