That's the same problem I had with ktd, and eventually, I rolled my own docker
to containerize koha. ktd does not support persistant data, and populate_db
will always run, there is no bypass for it as far as I know.

I am trying to move my already existing 17.05 koha install, on a old
ubuntu-minimal docker, to koha-testing-docker, figure all it needs is a change
of config, and then i can stop the db docker container, only... it is ignoring
my changes to koha-conf.xml inside sites/kohadev.my changes are there
Scrapping the idea of setting up koha on centos 7 for a moment, might be too
difficult, an answer might lie with docker.
Why redo the work when the work is already done?
