>* * * FROM THE FEDERAL REPUBLIC OF YUGOSLAVIA MILUTINOVIC INAUGURATES OIL
>PROCESSING PLANT IN PANCEVO PANCEVO, September 18 (Tanjug) - Serbian President
>Milan Milutinovic on Monday inaugurated a plant for processing crude oil
>within the Pancevo oil refinery, marking an end of reconstruction four months
>ahead of deadline of all refinery plants damaged or destroyed in the 1999 NATO
>air strikes on Yugoslavia. The presently renewed capacities enable the output
>of greater quantities of products of the higher stage of processing - from the
>current 50 percent of so-called white products to 80 percent, which
>practically means that the Pancevo refinery will in future produce more
>gasoline and other such products, Milutinovic said. "Starting from the rubble
>and ruins which were left in the wake of the (NATO) air strikes, and with help
>from the Serbian Government, you managed completely tore new all refinery
>plants which are of great importance for our whole country," Milutinovic said,
>praising builders for their dedication, creative enthusiasm and
>self-sacrificing work. "Unable militarily to crush our defense, the aggressor
>attacked civilian targets all the more viciously, in order to intimidate the
>people. Pancevo was one such target which received the full wrath of the
>aggressor until the very last day of the aggression, demonstrating all their
>ruthlessness," he said. NATO's attempt to enslave Serbia failed, but they have
>not given up attempts at aggression, he said. "They are in fact continuing
>their aggression on our country using all means, political, economic, and
>diplomatic. Their objective is to prevent the reconstruction of our country,
>to break up the unity of the people and to try, if they can, to enslave us,"
>the Serbian President said, adding that these plans would fail. "Renewal for
>Serbia means changes in all areas, Changes which will preserve social
>stability, changes which will secure a better life for all citizens, changes
>which will mean progress and not selling off Serbia," Milutinovic said,
>addressing workers and management officials at the refinery grounds. Such
>changes strengthen Yugoslavia, preserve and defend Serbia from those who
>declare themselves in favour of changes but work on surrendering and selling
>off Serbia, Milutinovic said, stressing that Serbia does not want the changes
>which they offer. Serbia does not want their changes "because Serbia will not
>give up its freedom, it will not give up its independence, Serbia has had
>enough of destruction, suffering and divisions. We now need work, progress and
>unity," Milutinovic said, adding that it was in the interest of the citizens
>to elect those who can achieve peace, understanding, cooperation among
>peoples, progress and better life for all citizens in Serbia, in Yugoslavia,
>in the Balkans. All those who want peace in the Balkans and prosperity for all
>Balkan peoples will support such a policy at the September 24 elections. "All
>those who want to ignite the Balkan powder keg will have bitter opponents in
>all of us, in President Slobodan Milosevic," Serbian President Milutinovic
>said.

>MARJANOVIC: NATIONAL SURVIVAL AT STAKE IN ELECTIONS BELGRADE, September 18
>(Tanjug) - Serbian Prime Minister Mirko Marjanovic said in an interview
>published in the Belgrade daily Politika on Monday that the electorate will
>decide about the country's survival on September 24, the preservation of
>freedom and independence, and the defense of the right to their own
>development. Marjanovic said in the extensive interview that in normal times
>and stable conditions, voters opt for parties of the right or the left, guided
>by their respective economic or social programs. There is no difference
>between the political left and the political right on these issues today,
>however, Marjanovic said. The left has rallied all patriotic forces in the
>country and provided an unequivocal answer to these fateful questions, he
>said. "We were together with the people in the heroic national defense from
>the NATO aggressor, we preserved the state, launched immediate renewal and
>stepped up national development, and made it very clear to world power
>wielders that we refuse to be anyone's satellite or colony," Marjanovic said.
>The strength of our political left is in fact in this clear orientation toward
>a modern market economy and a socially just society, he said. Expressing
>confidence that the most difficult period has passed, Marjanovic said that
>even those who imposed sanctions against our country realize their
>pointlessness, adding that he expected they would soon be lifted. Marjanovic
>said he knew Yugoslav President Slobodan Milosevic with all his qualities
>which give fabric to claims that he is one of the biggest figures in our
>recent history. President Milosevic best demonstrated all his qualities as
>supreme commander in national defense, as the chief strategist in preserving
>the state, and as the initiator of the speedy renewal and development,
>Marjanovic said.

>indicted for crimes committed during the NATO aggression on Yugoslavia from
>March 24 to June 10, 1999, starts on Monday at the Belgrade Palace of Justice.
>Following extensive investigation at district courts in Pec, Pristina,
>Kraljevo, Valjevo, Sabac, and Nis and at military courts, the Belgrade
>District Attorney has proposed that William Clinton, Madeleine Albright,
>William Cohen, Anthony Blair, Robin Cook, George Robertson, Jacques Chirac,
>Hubert Vedrine, Alain Richard, Gerhard Schroeder, Josef Fischer, Rudolf
>Scharping, Javier Solana and Wesley Clark be tried in absentia as they are not
>available to Yugoslavia's justice authorities. The defendants are charged with
>incitement to war of aggression, war crimes against civilian population, use
>of banned ordnance, assassination attempt against Yugoslavia's President, and
>violation of Yugoslavia's territorial integrity, in line with relevant
>Yugoslav laws. Investigation has been carried in areas under the jurisdiction
>of 29 district courts in Serbia and of military courts, and was initiated
>immediately after the aggression ended. It was also carried out on the spot
>during the aggression and bombing raids. Serbia's State Attorney has decided
>that all defendants will be prosecuted in combined criminal proceedings. The
>defendants will be tried in absentia as they are all foreign nationals
>prosecuted for serious crimes against Yugoslavia's constitutional order and
>security, and against humanity and international law.
>
>NATO HAS VIOLATED INTERNATIONAL LAW BELGRADE, September 18 (Tanjug) - The NATO
>leaders prosecuted in absentia in Belgrade had, through the military
>intervention against Yugoslavia last year, violated international law, the UN
>Charter, a series of UN declarations and conventions, and Yugoslavia's
>Criminal Law, and are consequently held accountable for a high number of
>casualties and the devastation of a sovereign country, the indictment whose
>text is being read on Monday at hearings before the Belgrade District Court
>says. From March 24 to June 10, 1999, NATO violated Yugoslavia's territory by
>carrying out 25,119 combat aircraft sorties, launching 600 cruise missiles,

>THE COORDINATING COMMITTEE OF NON-ALIGNED NEWS AGENCIES POOL - MEETING SPECIAL
>MEETING OF NANAP COORDINATING COMMITTEE ENDS IN BELGRADE BELGRADE, September
>18 (Tanjug) - The Coordinating Committee of Non-Aligned News Agencies Pool
>(NANAP) held a Special Meeting in Belgrade on September 14-15, and adopted the
>following R E P O R T The Special Meeting of the Coordinating Committee of the
>Non-Aligned News Agencies Pool (NANAP) convened in Belgrade from September.
>14-15, 2000. News agencies IRNA from Iran, Prensa Latina from Cuba, PTI from
>India, SANA from Syria, and Tanjug from Yugoslavia participated in the
>meeting. ANTARA of Indonesia and ZIANA of Zimbabwe were represented by the
>diplomatic missions of their respective countries in Belgrade. ANTARA
>presented a letter to the meeting and stressed the objective to create and
>strengthen the good image of the NANAP in the international community, adding
>that this urgently needs to be anticipated due to the imbalance in the flow of
>information between developed and developing countries. The meeting was opened
>by Yugoslav federal Minister of Information Goran Matic. In his remarks, the
>Minister reviewed the information order at the global level. He said: "It is
>very important to agree here, at this meeting, about the revitalization of the
>pool of News Agencies of Non-Aligned Countries. Otherwise, we will continue to
>be the victims of the globalization, of the designed and dosed information.
>Information is conditioned by the laws of the development of the human
>society, and by the need to preserve and link generations, cultures and
>creativity. At present, it represents the prerequisite of good management of
>states, of business, of family budget." "The media colonization and the terror
>of the global information media, however, try to eliminate the right to one's
>own views. Therefore, the concept of the globalization of information, which
>they try to impose, could achieve a greater importance, could produce greater
>effects than the classical war or economic domination." "The mutual
>information among the non-aligned and other developing countries is still
>non-adequate. There exist information vacuums in many non-aligned countries,
>which represent a fertile soil for the activities of the big news agencies of
>the powerful western countries. That was best seen during the last year's
>criminal aggression of NATO against Yugoslavia," Minister Matic said. Tanjug
>Deputy Director Dragoslav Micic welcomed the delegates. He said: "We believe
>that it is the right time for renewing activities of NANAP, a more efficient
>and energetic approach of news agencies of the non-aligned world, in order to
>remove the great gap between developed and developing countries in the area of
>information. This is also the time to give answers to essential questions
>which pertain to the work of the Pool, the most important of which is - how to
>proceed? Tanjug never suspended cooperation with the Pool at any time, but
>constantly broadcast reports for the Pool, which is also manifested in
>assuming the role of host to this meeting. The objectives and original
>principles of the Non-Aligned Movement are of lasting value and the return to
>these values is the condition for creating concrete, efficient and modern
>organizational forms and mechanisms for Pool activities. Having in mind that
>it will be 40 years since the first conference of non-aligned countries in
>Belgrade in 1961, it is the right moment once more to stress that Yugoslavia
>deserves its full place within this movement and that we wish to mark this
>anniversary of the movement here in Belgrade next year." NANAP
>Secretary-General Shapour Jomeh-Farsangi addressed the meeting and elaborated
>on the significance of revitalizing of NANAP. He said: "Despite the drastic
>changes that the world has gone through since the foundation of NANAP, the
>concern of the member agencies has remained the same to a large extent.
>Nevertheless, we must admit that the coalition has been only partially
>successful in realizing the initiatives and the lofty aims of its founders. We
>need to review our activities, reconsider our approach and find a new and
>sound basis of cooperation away from non-professional considerations."
>"Instead of criticizing others, we must equip ourselves enough to be able to
>compete with them and improve the status quo. In doing so, we must refrain
>from making rash decisions and rather rely on our substantial human assets for
>better innovative and creative ideas and plan of action. The Belgrade meeting
>is an opportunity to start a dialogue among its participants and to generalize
>it to other member news agencies. We should spare no efforts and shall remain
>hopeful of the future." Representatives from Prensa Latina, PTI, SANA and IRNA
>also presented their reports to the meeting. Among the salient points raised
>were: 1. To initiate an exchange of bulletins among the NANAP news agencies,
>to open a web-site of the non-aligned countries, and to exchange passwords for
>access to electronic mails. 2. Reactivate NANAP role as a strong means of free
>and quick exchange of information among the NAM members. 3. All countries in
>the world must have equal possibilities for access to public opinion and the
>Pool should become a means of disseminating reliable information. 4. NANAP
>should brave the challenges on the way and embrace them through sharpening its
>professionalism and observation of the maxims of news agency journalism.
>Following lively discussions, the meeting came to a consensus on taking
>practical and immediate measures to strengthen professional cooperation among
>the NANAP member news agencies. Participants agreed on the following: 1. To
>set up three working groups with the designation of reviewing the organization
>and constitution of NANAP in the wake of the modern and professional
>developments, initiating technical cooperation among the members considering
>the modern technological achievements in the field of information technology,
>and consolidating training programs in a bid to upgrade professional knowledge
>of the staffers of the member news agencies. 2. Tanjug was named and accepted
>as the coordinator of the group to study structural modifications of NANAP,
>and PTI of India was introduced as the member of the group. Prensa Latina was
>delegated to head the group for promotion of technical cooperation and IRNA as
>the member of the group. SANA of Syria was appointed as the head of the
>working group for training matters and Tanjug as the member of the group. 3.
>The meeting decided that membership in these groups is open to other news
>agencies of the Pool. It also was agreed that heads of the working groups
>should submit to the Chairman of the NANAP their proposals after consultations
>and exchange of views with other members of the NANAP within three months
>following the convention of the Belgrade meeting. 4. The relevant reports of
>the groups will be accordingly submitted to the upcoming Coordinating
>Committee meeting of the NANAP by the chair-agency. 5. Tanjug of Yugoslavia
>proposed to host the upcoming meeting of the NANAP Coordinating Committee in
>Belgrade in April 2001. The proposal was accepted by acclamation. The Special
>Meeting of the Coordinating Committee of NANAP concluded with a vote of thanks
>to the officials of the Federal Republic of Yugoslavia, the chair-agency, and
>the Tanjug news agency for preparing and organizing the meeting in Belgrade.

>- The peace movement "Berlin coordination for peace" warned on Monday Germany
>and other NATO members not to interfere with the electoral will of the
>citizens of FR Yugoslavia and not to threaten with a new war. "Statements made
>by the governments of different NATO members that they will not tolerate on
>September 24 the reelection of Yugoslav President Slobodan Milosevic

>FROM FOREIGN PRESS FILE ON U.S. CRIMES IN SERBIA'S KOSOVO-METOHIJA TO BE
>PRESENTED ROME, September 18 (Tanjug) - The Italian daily La Republica
>published on Sunday a report on rape, intimidation, and acts of violence
>committed by members of the 82nd U.S. Airborne division since the peacekeeping
>mission in the Serbian Kosovo-Metohija province began in June 1999. A 600-page
>Pentagon file, consisting of photos and horrifying facts about acts of
>violence and abuse of power committed by U.S. soldiers, is to be presented in
>Congress on Monday. It is certain to be a slap in the face for the 82nd
>Airborne - historically the oldest, the most famous, but also a very arrogant
>and self-assured U.S. army unit, the daily's New York correspondent said in
>the report, entitled 'Kosovo, a dirty war of the U.S'. The file is a result of
>a comprehensive investigation that was initiated last January, after a number
>of allegations and reports against members of the 8,800-strong U.S. Task Force
>Falcon contingent, which is deployed in the Bondsteel military base, 20 km
>from Pristina, the daily said. The case of Frank Ronghi, an Italian-American
>non-com who raped and murdered an 11-year-old ethnic Albanian girl in July,
>indicated that an investigation was more than necessary. U.S. soldiers are
>excellently prepared for waging wars, but are much less ready for
>peacekeeping, said the Pentagon, according to La Republica. Nine Americans -
>four officers and five soldiers - were either relegated, or sustained a cut in
>salary, for sexual harassment, making unlawful arrests, or for armed threats
>directed against civilians in the Province.
